The Lok Sabha, or the House of the People, is the lower house of India's Parliament. It represents the people through directly elected members and plays a central role in legislation, government scrutiny and matters of national importance. Committees like this hold a charm of their own, as they provide an opportunity to understand the policies and legislative frameworks of a country that plays a vital role in the international diaspora.
This committee delves into two important agendas. The first focuses on the regulation, implementation and utility of foreign funding of institutions, with special emphasis on the Foreign Contribution (Regulation) Act (FCRA). It aims to examine foreign contributions received by organisations while balancing financial transparency, national security, institutional autonomy and the functioning of civil society.
The second agenda focuses on formulating a comprehensive regulatory framework for political parties, with emphasis on financial transparency, internal governance, annual membership disclosures and institutional accountability. It aims to examine existing regulations and deliberate on measures to strengthen transparency and accountability while preserving the democratic and organisational autonomy of political parties.
